Transnet Vacancies – Senior Manager: Project Controls

Position Purpose:

The Senior Manager: Project Controls will play a crucial role in supporting the Programme/Project Management Office (PMO) by overseeing all aspects of Programme/Project Controls for Transnet Pipelines (TPL) Capital and Strategic Projects. This role ensures that project cost and schedule tools are effectively utilized and maintained, enabling project management teams to accurately measure, forecast, and track project-related activities.

This position involves managing the Programme/Project Controls team, ensuring alignment with best practice standards, corporate governance, and established policies, processes, and systems within TPL. The Senior Manager: Project Controls will also be responsible for developing and implementing reporting systems, schedule management, cost and change control, estimating, project risk and opportunity management, and project contracts management, all while striving for continuous improvement.

Additionally, the Senior Manager: Project Controls will provide leadership across multiple disciplines within the Programme/Project Controls department, ensuring that project controls strategies and plans are successfully executed and aligned with the overall objectives of the PMO.


Key Responsibilities:

  1. Strategic Implementation: Develop, communicate, and implement the strategic programme/project controls approach, including necessary documentation and procedures, as defined by the TPL PMO.
  2. Management & Execution: Oversee the management and implementation of programme/project controls strategies, ensuring accurate reporting, cost control, change management, risk management, and schedule management.
  3. Leadership: Provide leadership and guidance to discipline managers within the corporate project controls team, ensuring high standards of performance and accuracy across both corporate and project levels.
  4. Collaboration: Serve as the primary liaison with the TPL PMO for all matters related to project controls processes, data, and reporting, ensuring smooth communication and support.
  5. Integrated Controls Framework: Collaborate with Finance and Project Execution teams to establish and continuously enhance an integrated project critical controls framework.
  6. Governance & Assurance: Guide the Project Controls team in peer reviews, audits, and project assessments to ensure compliance with governance standards and successful project completion.
  7. Cross-functional Coordination: Work closely with Project Directors, Principal Project Managers, and other key stakeholders to define detailed measurement and scheduling criteria.
  8. Communication: Act as the communication link between Project Directors, Principal Project Managers, and Project Controls Managers to ensure alignment across large programmes/projects.
  9. Training & Support: Drive the implementation of controls principles through training and support for the project management and operational teams.
  10. Resource Optimization: Manage Project Control staff recoveries and optimize resource utilization to ensure effective project cost management.
  11. Safety Compliance: Ensure all Project Controls Team activities meet or exceed safety goals and comply with Transnet Governance.
  12. Leadership & Mentorship: Provide decisive leadership in mentoring, managing, team building, and motivating Programme/Project Controls personnel.

Qualifications and Experience:

  • Qualifications:
    • Bachelor’s Degree in Quantity Surveying, Building Science, Engineering, Construction, Business, or Finance.
    • Minimum 12 years of experience, with at least 5 years at a managerial level in a complex, large multidisciplinary project environment, focusing on project controls.
    • OR B Tech/National Higher Diploma in Quantity Surveying, Building Science, Engineering, Construction, Business, or Finance.
    • Minimum 15 years of experience, with at least 5 years at a managerial level in a complex, large multidisciplinary project environment, focusing on project controls.
    • Professional registration in a project controls discipline (e.g., PrQS/CO/PMISP/CRMP) is required. PMI or equivalent certifications are advantageous.
  • Competencies:
    • Expertise in Risk Management, Change Control, Cost Control, Quantity Surveying & Estimating, and Planning & Scheduling.
    • Strong knowledge of NEC3 contracts, internal and external auditing, and general construction.
    • Advanced analytical skills and systems thinking ability.
    • Strong commercial acumen with a customer-focused approach.
    • Excellent problem-solving, organization, coordination, and people management skills.
    • Superior communication skills, both verbal and written.
    • Proficiency in MS Office Suite and related project management tools.
