About the Role

The Senior Manager is responsible for leading the organisation’s Learning and Development strategy, ensuring regulatory compliance, workforce capability planning, and alignment of training initiatives with long-term business objectives and transformation goals.

Key Responsibilities

  • Develop and implement a multi-year training and L&D strategy aligned with business priorities and regulatory requirements.
  • Oversee governance frameworks, policies, and quality assurance processes to ensure compliance and strategic alignment.
  • Lead organisation-wide capability reviews and skills gap analyses to support workforce planning and succession strategies.
  • Align all learning initiatives with organisational transformation and future capability needs.
  • Partner with business leaders to address current and emerging skills gaps.
  • Guide the design and governance of leadership, technical, and soft skills programmes.
  • Promote a culture of continuous learning through blended learning, digital platforms, coaching, and mentoring frameworks.
  • Oversee the Learning Management System, ensuring content relevance, compliance, accessibility, and engagement.
  • Ensure full compliance with statutory, industry, and regulatory training requirements.
  • Liaise with regulatory bodies and accreditation authorities to maintain programme validity and compliance.
  • Monitor, report, and address training compliance risks and gaps proactively.
  • Standardise and document training processes to meet audit and regulatory requirements.
  • Deliver accurate monthly and quarterly training reports to executive leadership, including performance metrics, ROI, costs, and impact analysis.
  • Ensure 100% accuracy of training data and provide trend analysis to support strategic workforce planning.
  • Maintain full compliance with statutory reporting obligations.
  • Develop executive-level training dashboards highlighting compliance rates, skills gaps, and L&D effectiveness.
  • Translate training analytics into actionable insights for strategic HR and organisational development planning.
  • Establish and maintain robust training governance systems aligned with business and regulatory expectations.
  • Implement monitoring and evaluation mechanisms to measure learning effectiveness and return on investment.
  • Ensure training providers and facilitators meet professional and ethical standards.
  • Own and manage the training budget, ensuring cost efficiency and strategic alignment.
  • Negotiate and manage vendor relationships at a strategic level.
  • Champion learning innovation, including digital transformation, AI-driven learning, predictive analytics, and skills marketplaces.
  • Position the organisation as a learning-driven enterprise focused on continuous improvement and knowledge sharing.
  • Anticipate future skills trends and prepare the organisation accordingly.
  • Lead, develop, and mentor a high-performing training and L&D team.
  • Collaborate with internal stakeholders and regulatory authorities to deliver integrated training solutions.
  • Advise senior leadership on compliance risks and talent development strategies related to training gaps.

Job Requirements

  • Grade 12 or equivalent (Essential).
  • Bachelor’s degree in Human Resources, Psychology, or related field (Essential).
  • Honours degree in a relevant field or Business Leadership (Essential).
  • ETDP SETA accreditation (Advantageous).
  • Master’s degree in a relevant field or Business Leadership (Advantageous).
  • 10–12 years’ relevant experience in a mid-sized organisation, including at least 5 years in aviation training (Essential).
  • Minimum of 5 years’ managerial experience (Essential).
  • Proven experience managing soft skills training across departments (Essential).
  • Proven experience managing aviation regulatory training (Essential).
  • Strong knowledge of relevant CATs and CARs regulations (Essential).
  • Sound understanding of SACAA regulations, company policies, and Standard Operating Procedures (Essential).
  • Knowledge of educational and training methodologies (Essential).
  • Experience with aviation training systems (Essential).
