Position Purpose:
The Project Director – Gas (PD Gas) will report directly to the General Manager of Capital & Strategic Projects, R&D, and CI (GM C&SP). This role is crucial in driving the successful development and execution of Transnet Pipelines’ (TPL) gas business strategy. The PD Gas will ensure that all aspects of the gas program, from initial studies to project implementation, are delivered efficiently, on time, within budget, and to the highest quality standards. The PD Gas will be responsible for the overall management of scope, cost, schedule, and quality throughout all study phases and any subsequent approved gas projects.
Key Responsibilities:
- Lead and manage capital investment programs aligned with Transnet’s gas business priorities and TPL’s gas strategy.
- Develop and execute an integrated approach to capital and strategic projects focused on gas, ensuring alignment with business targets.
- Provide regular updates to the Project Sponsor(s), GM C&SP, and gas business team on project progress, issues, and concerns.
- Act as a hands-on senior executive with extensive experience in gas project development and execution, ensuring active participation in all phases of the project.
- Possess delegated authority to make decisions and coordinate overall project direction, working closely with the GM C&SP.
- Provide senior-level support, advice, and guidance to the project team, assisting with resolving major issues and ensuring smooth project execution.
- Review project progress regularly, endorsing scope changes, and signing off on major deliverables and approvals.
- Serve as the direct liaison with TPL customers, stakeholders, and government entities, supporting public regulatory and government interactions.
- Utilize extensive knowledge of gas design and operations, particularly LNG, to refine and implement Transnet’s gas strategy.
- Ensure that governance structures and safety protocols are established and adhered to throughout the project lifecycle.
- Develop the organization structure for the gas business, selecting competent personnel and ensuring alignment with PMO requirements.
- Establish project-specific procedures, including the preparation of the Project Charter and Project Execution Plan (PEP).
- Identify and mitigate investment risks, applying best practices and lessons learned from previous projects.
- Set clear project goals and objectives, motivating the team to achieve viable, cost-effective outcomes.
- Oversee all aspects of project studies, including in-house engineering, procurement, and external contractor work.
- Maintain executive-level relationships with clients and display ownership of project outcomes.
- Ensure project execution aligns with authorized scope, budget, and quality standards.
- Lead the development of project budgets and schedules, conducting monthly progress and cost reviews.
- Transition projects from study phases to execution, developing long-term plans for the gas business.
- Uphold safety standards, fulfilling statutory obligations as Safety Administrator.
- Manage communication with clients, addressing changes and ensuring contractual commitments are met.
- Lead, coach, and mentor the project team, fostering skills development and knowledge transfer in gas business practices.
Qualifications and Experience:
- Mandatory:
- BSc Eng / B Eng / BSc Honours in Construction Management or equivalent.
- Professional Registration as PrCPM (SACPCMP requirements).
- Minimum of 12 years of experience, preferably in hydrocarbon/petrochemical sectors, with at least 8 years in Senior Project Management and 4 years in the gas industry.
- Driver’s license (code B or 8).
- Preferred:
- Master’s/Bachelor’s degree in management-related disciplines (MBA, MBL, MSc Project Management, BCom).
- Professional Registration as Pr Eng (ECSA) and PMP Certification.
Competencies:
- Strong leadership and project management skills, with a focus on gas industry projects.
- Expertise in financial modeling, business planning, and governance practices for large organizations and mega projects.
- Proficient in SHERQ, ERP systems (SAP, Primavera), and procurement and contract management (NEC3).
- Excellent communication, report writing, and presentation skills.
- Ability to manage complex projects, ensuring adherence to scope, budget, and timelines.
