Transnet Vacancies – General Manager, Commercial Services

The General Manager, Commercial Services, will provide strategic leadership in business development, focusing on aligning Transnet’s commercial strategy with the overall business vision. This includes overseeing port authority strategies, managing the real estate portfolio, ensuring regulatory compliance, and driving customer relationship management for business growth. The role encompasses a range of responsibilities, including managing leases, debt collection, facilities management, market positioning, and the implementation of strategies that foster business development and opportunities for new partnerships.

Key Responsibilities

Strategy Development and Implementation:

  • Lead the development of business development, lease, marketing/customer, and ship repair strategies.
  • Oversee the rationalization of business development and real estate to ensure compliance with regulations and effective asset management within port limits.
  • Conduct competitive research and communicate intelligence across all portfolio services.

Concession Agreements and Lease Management:

  • Oversee the development and evaluation of proposals, bids, and commercial negotiations for section 56 agreements and lease contracts.
  • Ensure compliance with internal policies, PFMA, and relevant legislation.
  • Develop risk mitigation strategies and initiatives for effective portfolio management.
  • Lead the creation of innovative business solutions based on market insights and competitor analysis.

Financial Management:

  • Prepare a comprehensive budget outlining financial needs for each functional area in line with portfolio deliverables.
  • Ensure financial sustainability through proper operating expenditure and investment planning, aligning with forecasted revenue and business development opportunities.
  • Report financial performance to the TNPA Executive Committee monthly.
  • Oversee real estate debt collection processes in collaboration with regional/port teams.

Strategic Relationship Management:

  • Build and maintain key stakeholder and customer relationships across all TNPA roles and functions.
  • Implement a stakeholder engagement programme focusing on key priorities.
  • Analyze market and competitor trends to identify opportunities for collaboration and business development.
  • Engage with the Ports Regulator and contribute to pricing strategies aimed at reducing operational costs.

Governance and Reporting:

  • Ensure regulatory compliance with all provisions of the Ports Act and other relevant legislation, including annual audit and governance reports.
  • Develop internal controls to prevent fraud and ensure effective execution of the portfolio’s functions.
  • Continuously review portfolio procedures and policies for efficiency.

Human Resources Management:

  • Lead, mentor, and develop the portfolio team to achieve high performance.
  • Create individual development programmes and manage talent within the team.

Qualifications and Experience

  • A Bachelor’s Degree in Commerce or Business Management is required, with a minimum of 12 years’ experience in the ports or related industry, including at least 8 years in senior management roles.
  • A post-graduate qualification is an added advantage.
  • Extensive knowledge of relevant legislation, regulations, corporate governance, and industry standards, including strategy development, marketing, business development, and property management.

Standard Job Requirements:

  • Code 8 driver’s license
  • Willingness to travel as required
  • Ability to work extended hours as needed
  • Computer literacy and proficiency in Microsoft Word
  • Trustworthiness in managing finances, as outlined in the National Credit Act Amendment 19
