Transnet Vacancies – PFMA Champion

As a PFMA Champion at Transnet, you will ensure the accurate identification, reporting, and monitoring of PFMA violations. Your role is crucial in ensuring TCC complies with the Regulations and standards of the PFMA Act and other related legislation and policies. You will support the Senior Specialist in reviewing and monitoring compliance with PFMA, implementing improvement initiatives, and addressing non-compliance sustainably.

Position Outputs

  1. Compliance Monitoring: Regularly review and monitor compliance with PFMA and related legislation/policies within TCC.
  2. PFMA Initiatives: Develop and implement PFMA initiatives, including Accreditation and Awareness Training, to proactively identify and reduce PFMA violations.
  3. Reporting Processes: Establish month-end and year-end PFMA reporting processes to ensure timely identification and reporting of violations. Perform financial impact assessments to ensure accurate reporting.
  4. Junior Specialist Oversight: Review PFMA reportable matters from Junior Specialist PFMA Champions and ensure timely updates in the PFMA reporting system.
  5. Action Plan Tracking: Monitor PFMA reportable matters and ensure action plans are completed by specified due dates.
  6. System Review: Regularly review the PFMA reporting system to ensure status updates and corrective actions are taken.
  7. Register Management: Maintain the PFMA register, ensuring closure of consequence management, determination tests, condonations, and write-offs.
  8. Management Engagement: Collaborate with management to identify PFMA challenges and provide support. Offer expertise on PFMA reportable matters and classifications.
  9. Control Compliance: Review PFMA Control Compliance Plan, Framework, and Control Self-Assessment to ensure adequate controls are in place.
  10. Departmental Collaboration: Work with departments like SCM, Legal, and HR to close PFMA reportable items.
  11. Forum Facilitation: Support the Senior Specialist in facilitating the TCC Compliance, Risk, and PFMA Forum chaired by the CFO.
  12. Monthly Reporting: Prepare month-end PFMA reports for the Senior Specialist, CFO, and other stakeholders.
  13. Internal Control Forum: Participate in the Group Internal Control & PFMA related forum to proactively mitigate PFMA risks.
  14. Compliance Framework: Implement and maintain procedures to ensure compliance with laws, regulations, and policies.
  15. Control Review: Assess the adequacy of key controls to mitigate compliance risks.
  16. Compliance Monitoring: Review outcomes of compliance reports and ensure adherence to policies, procedures, and regulations.
  17. Annual Plan Development: Create and execute an annual plan for PFMA compliance reviews and audits across TCC. Assess resource requirements for plan delivery.
  18. Audit Preparation: Develop testing approaches and documentation for PFMA compliance reviews and audits.
  19. Audit Review: Evaluate audit programs, work papers, and documentation to support compliance audits.
  20. Analytical Dashboards: Design and develop dashboards (CCM, Power BI, SAP) to identify non-compliant transactions proactively.

Qualifications and Experience

  • Education: Postgraduate Degree in Auditing/Accounting.
  • Experience: 6-9 years of experience, with at least 5 years in external/internal audit within the public sector (PFMA experience essential), and at least 3 years at a managerial level.
  • Integrity: Requirement of trust and honesty in handling finances as per the National Credit Act Amendment 19.
