Armscor Vacancies – Manager: Applied Science

Purpose of the Job:

The Manager: Applied Science will oversee operational planning and management within the Applied Science section, including employee supervision, budget management, and technology direction. This role is crucial in providing systems and technology support to the SA Navy and other clients, and in guiding the Section Technology Plan with a ten-year scope.

Critical Performance Areas:

• Formulate and implement divisional strategies and plans, aligning them with departmental and corporate objectives.
• Manage the section’s budget effectively (R50 million), ensuring performance aligns with targets and standards set by ARMSCOR Management Documents and IMT ISO 9001 procedures.
• Develop, maintain, and motivate team members, fostering constructive relationships and addressing discipline, morale, and quality management issues.
• Recruit, interview, and select well-qualified staff, and manage their performance through contracts, feedback, and development plans.
• Plan for succession and knowledge retention, especially for employees over 55, to ensure business continuity.
• Communicate relevant information to subordinates and facilitate effective corporate governance practices.
• Contribute to the risk management plan for the IMT division and manage the quality of services/products provided to customers.
• Develop and maintain relationships with internal and external stakeholders to promote synergy and productivity.
• Manage employee remuneration fairly and cost-effectively, considering their contributions.
• Lead and mentor technology experts, participating in senior management efforts and contributing to organizational goals.
• Establish and maintain client interfaces, including with top-ranking SA Navy officials and international technology professionals.
• Oversee long-term technology planning (10-year scope) and represent the section on relevant committees.
• Provide specialist consultancy in applicable technology areas, ensuring adherence to quality assurance standards.
• Deliver exceptional customer service by understanding and exceeding customer requirements.
• Ensure section activities comply with quality management, health and safety, legal, and environmental policies.
• Stay updated on technology developments and empower section personnel through clear expectations and support.
• Manage project milestones and technical assets, with a combined budget of over R25 million per annum.

Qualifications:

• Master’s Degree in Science/Physics or applicable applied physics or mathematical sciences. Additional middle management qualifications are preferred.
• Qualifications must be from a recognized university.

Technical/Legal Certificate/Professional Registration:

• Professional registration from a recognized scientific body (e.g., SAIP) is desirable.

Experience:

• At least 12+ years of experience, preferably in a military environment.
• Proven management of strategic competencies in a technology/scientific environment.
• Experience in project, contract, and engineering/scientific management.
• Background in applied Naval System Technology and the design, performance, and operational utility of naval systems.
• Ability to develop innovative solutions and communicate with senior executives and customers.
• Experience in leading technical teams and solving complex technical problems.

Skills & Knowledge:

• Problem-solving and decision-making techniques
• Awareness of techno-military trends internationally and in Africa
• Knowledge of local capabilities and strategic technology management
• Expertise in client interface development, financial management, quality management, and risk management
• Proficiency in project strategy management, information management, and design implementation
