Position Purpose:
Transnet is seeking a General Manager: Corporate Finance to lead the development of innovative funding solutions and optimal deal structures that will enhance the company’s financial position. This role involves providing financial oversight, guidance on Private Sector Participation (PSP) projects, tariff development, and high-value tender evaluations, with a focus on optimizing the Transnet balance sheet and ensuring the financial viability of investment opportunities.
Key Responsibilities:
- Innovative Funding Solutions:
- Develop and raise innovative funding solutions and optimal deal structures to strengthen Transnet’s balance sheet and alleviate the debt burden.
- Private Sector Participation (PSP):
- Provide input, oversight, and guidance on the financial viability of PSP projects and monitor/report on their performance to Transnet Governance Structures.
- Tariff Development:
- Oversee the development and review of tariffs for both regulated and non-regulated operating divisions, ensuring they are submitted to the appropriate committees for approval.
- High-Value Tender Oversight:
- Provide financial oversight on high-value tenders, ensuring that proposed terms are properly modeled and communicated to decision-makers.
- Advisory and Technical Support:
- Serve as the custodian of the WACC Policy, review infrastructure asset revaluations, lead balance sheet optimization projects, and assess the financial impact of the subsidiarization of Operating Divisions.
- Investment Viability:
- Provide input and guidance on the financial viability of investment opportunities to support Transnet’s value preservation and growth.
Position Outputs:
- Review and approve Transnet Group and Operating Divisions’ Weighted Average Cost of Capital.
- Determine annual shareholder value add matrices and allocate corporate overheads.
- Lead the annual re-gearing of Operating Divisions’ balance sheets and update investment evaluation guidelines.
- Evaluate funding options for plant and equipment acquisitions, including lease vs buy decisions.
- Conduct business and operations valuations for acquisitions, disposals, impairment testing, and regulatory reporting.
- Maintain and develop Transnet’s financial model in response to National Treasury guarantee conditions.
- Oversee pricing models and monitor/report on the performance of PSPs and subsidiarized Operating Divisions.
- Co-lead the negotiation of commercial terms for PSPs and the balance sheet optimization process.
- Review and sign off on financial models, pricing proposals for high-value tenders, and valuations.
- Manage investment risk, monitoring, and reporting.
Qualifications and Experience:
- Registered CA (SA) qualification is required.
- Minimum of 15 years of deal-making or corporate finance experience in a similar role, with at least 8 years at a senior management level.
- Trust and honesty in handling finances, in line with the National Credit Act Amendment 19.
