Transnet Vacancies – Contract Manager

Position Purpose:

As a Contract Manager at Transnet, you will be responsible for driving an efficient management and operational support system focused on the development and implementation of national procurement contracts. This role involves overseeing the entire contract lifecycle—from tender preparation and evaluation to contract execution, management, and expiry—ensuring all processes are legally and technically compliant and aligned with Transnet’s policies and strategies.

Key Responsibilities:

  • Develop and implement both long-term and medium-term plans for national contract creation, ensuring sufficient and competent resources are in place.
  • Consolidate and manage requests for contract creation in collaboration with the Specialist: Contract Management.
  • Lead the contract development function, standardizing processes in line with Transnet policies.
  • Monitor and track contract development, providing support to Regional Contract Managers as needed.
  • Establish and enforce quality control measures for tender issuance, adjudication criteria, and contract document review.
  • Ensure contracts are aligned with purchasing strategies, specifying outcomes, costs, quality assurance, and service standards.
  • Regularly monitor and review contracts, ensuring compliance with terms and conditions, and manage contract close-out, extension, or renewal processes.
  • Collaborate with stakeholders—including Tactical Procurement, Strategic Sourcing, Engineering, and Finance—to expedite contract development and management.
  • Manage supplier interactions, resolve disputes, and oversee the gathering and communication of supplier performance data to stakeholders.
  • Conduct training on internal and external policies impacting contract management and track progress toward targets.
  • Provide advice on claims, contractor non-performance, and legal disputes, working closely with the Legal Department.
  • Report monthly on contract activities, attend review meetings, and ensure relevant issues are fed back into the procurement process.
  • Oversee compliance with service level agreements and monitor transactions for milestones, expiry dates, and deliverables.

Qualifications and Experience:

  • Bachelor’s degree in Supply Chain Management, Logistics & Operations, Commercial, Engineering, Legal, or Financial OR National Diploma in Commerce or Finance (Level 4 CIPS Diploma minimum).
  • Postgraduate degree in Supply Chain Management, Law, Business Management, Finance, Commercial, or MCIPS is an advantage.
  • 6-8 years of experience in managing tender and contracting processes, with at least 3 years at a managerial level.
  • Strong understanding of trust and honesty requirements in handling finances per the National Credit Act Amendment 19.
  • Willingness to undergo State Security Agency (SSA) vetting.

Standard Requirements:

  • Minimum of Code 08 driver’s license.
  • Ability to travel as required and approved.
