Position Purpose:
Transnet is seeking a dynamic and experienced Chief Procurement Officer to lead the development and execution of an integrated supply chain strategy for Transnet Engineering, aligning with the broader Transnet Group’s strategic objectives. The role requires strategic leadership to ensure the delivery of comprehensive supply chain management services, including the implementation of BBBEE and enterprise development strategies, contract management, and risk mitigation.
Key Responsibilities:
- Supply Chain Strategy:
- Develop and implement an integrated supply chain strategy that aligns with Transnet Group’s strategic supply chain management goals, ensuring seamless service delivery across Transnet Engineering.
- Strategic Leadership:
- Provide strategic leadership in supply chain management to support Transnet Engineering’s business objectives, ensuring effective implementation of strategies and minimizing supply chain risks.
- BBBEE and Enterprise Development:
- Develop and oversee strategies for BBBEE and enterprise development to ensure compliance and support of Transnet’s commitment to broad-based economic empowerment.
- Contract Management and Risk Mitigation:
- Develop and implement contract management strategies to mitigate risks, ensuring all contracts are aligned with business objectives and legal requirements.
- Stakeholder Engagement:
- Cultivate and manage relationships with key stakeholders, including government, suppliers, and logistics service providers, to secure favorable outcomes for Transnet Engineering.
- Logistics and Inventory Management:
- Develop and implement logistics strategies, including warehouse footprint and transport modes, to optimize supply chain performance and enhance business sustainability.
- Compliance and Governance:
- Ensure compliance with the Public Finance Management Act (PFMA), Public Procurement Act, BBBEE, National Treasury directives, and other statutory requirements.
- Implement and maintain effective internal controls and corporate governance procedures to minimize governance risks and ensure compliance with ISO accreditation standards.
- Team Leadership and Talent Management:
- Lead and mentor the supply management team, driving high performance through talent management strategies and performance management systems.
- Budgeting and Financial Oversight:
- Prepare, monitor, and control the annual supply management budget, ensuring alignment with Transnet’s financial requirements and strategic objectives.
- Change Management:
- Lead change initiatives related to people, processes, and technology within the supply chain management function.
- Reporting and Data Integrity:
- Ensure data integrity and timely reporting to Transnet Group governance structures and Transnet Engineering EXCO, providing insights and recommendations for strategic decision-making.
- Employee Relations:
- Provide leadership support for Transnet Engineering’s employee relations processes, including grievances and disciplinary matters.
Qualifications and Experience:
- Bachelor’s Degree in Business Management, Finance, Supply Chain Management, or Logistics.
- Minimum of 10 years of relevant experience in Supply Chain Management or Logistics, with at least 5 years in a senior management role within a large, complex organization.
- Proven experience in leading major organizational transformations.
- A postgraduate qualification and professional registration (e.g., CIPS) are advantageous.
- Alternatively, a minimum of 12 years of relevant experience with at least 8 years at a senior management level in a complex operational environment.
Inherent Job Requirements:

- Valid Driver’s License (Code 08).
- Willingness to travel regularly as required by business needs.
